its actually a part 2 episode showing unreleased footage from the earlier season. so it is new.

This is shown on TVRage as "LA Ink - FRESH INK" (and as detailed on the original cap, I think) and
is being classed as a two part special.

This isn't part of LA Ink S4, per se.

Can;'t remember if I am allowed to post a link to TVRage so I won't. But...should be easy enough to
find. Is listed separately on the ep listing.

Yes Fresh Ink is a separate show from LA Ink and there are at least 4 parts to it according to TLC website
and possibly more but guide only goes high enough to show 4 episodes for it so far. And Fresh Ink is unreleased footage from the early shows with other stuff added as well.
