any tom dick or harry can join any of these swarms

all they have to do is look at the 'peers list'

they then track the i.p. addresses to the service provider and send the warning/stop/cancel this
guys internet email

the isp is then obligated to follow through with the customer (depending on that isp's country
treaties etc with the originating country)

also, they can connect from any machine anywhere, so programs like peerblock will not block some
dude in his basement
